My IP Address used to change when I would re-install Windows, but not anymore. Anyone know why?

You sound charming. It's not going to change. There is a shortage of IP addresses, very difficult to get a new one. You need to use a proxy service. I use Strong VPN, it's about $4 per month and well worth it.
